Strong current

One reason that the mother bear might have kept swimming, seemingly without regard for her cubs’ safety, is the fact that the current of the lake was quite strong. Even with her best efforts, the current would inevitably sweep the cubs away, and she was aware of that. To her credit, there was nothing else she could do but swim and hope that her cubs would be able to make it to safety, as well.
